Unlike air burst cleaned screens, there is no minimum water depth over the screen required for proper function.  There may be practical reasons for placing a screen below the surface such as navigation concerns, debris protection, hydraulics, or pump submergence.

Cylinders screens function best when placed above the expected channel bottom and bed load elevation.

Cone Screens do not generally require full submergence.  Contact ISI for a cone screen rating curve for your application.

In all cases, size a screen to provide a minimum wetted screen area during the lowest expected water levels and the maximum diversion flow.
